Need legal advice for brother in a real estate transactions

Yeah, nice idea, make a lower offer if the buyer is trying to pay games with you...my brother said no offer, so let us wait and see if the seller comes back on his knees for the original offer if this other "huge offer" is bargaining ploy....

Do you guys think if a seller "makes up" an imaginary offer and goes to a buyer and asks for a counter offer in order to raise the price, is this legal?
That was not the case here, the other potential buyer is real...but i was wondering if this is allowed in real estate...not that the real buyer would ever find out there was no other real other buyer.....

I like the lowball offer idea. Been there done that. The seller in my case wouldn't consider the offer when they heard the price, They played around with drama games for six months before they came back and asked if the offer was still good. It was a fair market offer and transaction was done.

The seller sounds like a special case.
Quit worrying about details with some other buyer or goofy deal.
Your brother should offer a price that he feels is fair and call it done.
