600 liberty's should spin 8000-8200. Both my 2000 and 2005 have the same powerband and operating RPM.
An easy thing to be is check the belt tension. Is it riding up on the top of the pulley when you are stopped? A worn belt will pull your RPM's down pretty quick. If the two machines run the same belt (pretty sure they do) try swapping the belts.
You could try the same test on the secondary cluthes (swap them) and either find the issue or rule that out (don't try to engage reverse with a non-reverse clutch...I think the 04 had it, 02 didn't).
Another simple test would be to ensure that the throttles open all the way up - seems simple enough but you never know.
Are the power valves clean and not sticking?
Good compression on both cylinders?
If it's none of these, then YES the primary clutch spring or other problem would be suspect....

Hey Guys,Sorry for the late reply just got back from my ride over the weekend had to pack for road trip for work to calif.Heres what i have, put a new belt on and cleaned my clutch and valves again.I get a good rev up to 8000 rpm then drops alittle to 7500 7600rpm.So I gained 500 to 600 rpm with the fixes but am I asking to much to hold that 8000rpm?
The machine runs great and I had blast.

look at the secondary clutch. spring might be too tight. get specs and go through the secodary clutch.
