I have a 1994 polaris xlt 580. It starts and runs but when you give it a little gas the rpms hang at about 4000 and stay there. Does anyone know what's wrong?

If you have never replaced the needles and seats most likely the problem. You may be able to get rpm's down by flipping the choke but obviously not the root cause or permanent fix.
I had same year XLT and a 96 XCR 600 that had the same issues-good luck, Matman

Your high idle could be a number of things. Dirty carbs, Intake leaks, Crank seal leaking, Carbs not synchronized.
