1999 Polaris XLT Classic max rpm

My buddy just picked up a 99 XLT Classic and it rev's up to about 8500-8600. Does this seem high? Also it seems to lack the power it should have. Clutching issues you think?

I had a 1998 XLT Classic with elec start and reverse. Never had the power I thought it should of had. 85 mph tops. Rode great on the trails though.
