If you are talking about the Pressure regulator on the injector rail #2 in the picture, then no.
It is just a vent to the outside air. On earlier models there used to be a short bit of tube installed and ziptied to the return line to prevent moisture from entering the regulator and causing corrosion, but was just dropped as moisture intrusion was really not a big problem.

Thanks for the info, maybe you can point us in the right direction on the problem we are having. The bottom end was rebuilt on this sled, the top end was honed and new rings installed. Now it does not want to idle, when it does it is really slow. One cylinder seems to not be firing, and it is pushing a lot of oil out of the y-pipe. When you give it some throttle it seems to pick up both cylinders and run good. Any info appreciated.
