It should get a bit better than that, but snow conditions can affect the mpg's a lot. Heavy wet snow will drag the smaller bore engines down a lot more. How does the machine run? Does it idle properly? I would start by checking the carbs and make sure that the choke cable is adjusted and plungers are sealing up properly. Then it may not be a bad idea to verify that the floats are adjusted properly in the carb bowls.
Next thing to inspect is the clutches. Make sure that they are clean and that the primary and secondary are moving freely Make sure that the secondary is not binding and preventing the belt to move. Also check the wights in the primary. Make sure they are centered on the rollers in the spider and not getting caught up on the spider. Even the weights with the set screw can come loose and migrate to the sides and get caught up on the spider.
