How old is your belt and when was the last time you re-did your clutches? Also are your VES valves working? If the valves are not opening it will run fine down low but will not transition into 'high gear'.

new motor to sled never had a prob with it lase year. If you ease the trottle up you can get it op to 8000 rpm but if you gun it it stops at 7500

How many miles on clutches???.......I like to put a new spring in driven after 3000 miles. Others will disagree, but that is what I do.

This sounds like a classic clutch issue. Easing up gets you there but full throttle won't. It ran well last year. O.K. Did you check the driven to see if it was sticky? That is something that can happen over summer. If you replaced the engine are the center to center distances correct? Also if the drive clutch was rebuilt were the shaft bushings replaced? Big twins are hard on clutches. Any other binding in the drivetrain? Chaincase good? Rear idlers free? What is it supposed to tach at?

A new "clutch" does not mean it has the right weights or spring in it. I would start with confirming what it should have, and what you do have.

Wasn't trying to incinuate that, just didn't read it yet.

Certainly sounds like a clutching issue, perhaps the secondary spring could be moved a hole, as noted above. This made a difference on my kids 99XC500 this year, we also put in new buttons on the secondary as well.
