Bearing puller should work, but the hardware store type probably wont get behind it. If you have the equipment, and the skill, cut off the old outer race, (die grinder or cutoff wheel), protect the shaft and run a bead or two of weld around the inner race. The heat should allow it to expand enough to grip it and pull it off. I have done this in the past, and it works, but you need to be carefull. Do not hammer on the crank or bearing, as it could throw it out of index or out of true. You must support it solidly when pressing on the new bearings, and get them spaced right.
