'81 El' Tigre 6000 Help

I am currently restoring my 1981 El'Tigre 6000. After getting the belly pan, bulk head, and tunnel back from paint I started riveting things back together and I am questioning the direction of the rivets joining the bulk head to the tunnel under the handle bar support. If anyone has one of these sleds or knows for sure what direction they go I would appricate the help.

Thanks surtrack, With the bulkhead being made out of steel and thicker than the aluminum tunnel it would seem to make more sense to have them the other way but if this is correct I'll leave it be.
