It's really the other way around, meaning the temps are a stronger determining factor to the amount of sea ice. That and storms. Storm keep the waters mixed up and the ice from forming.

With that said, it is a lot easier to get bitterly cold air to develop over ice than open ocean waters.

Thats actually what I was asking.LOL Not the best at wording.I saw A special on the Discovery channel it mentioned how much ice was gone.I was wondering if that had any bearing on why its not super cold so far this winter.
