If you look at the hinge of the throttle, it moves sideways slightly and there is a switch/sensor in there. When you squeeze the throttle, you activate/deactivate this hinge switch and that works in unison with that little black button to make sure that when the slides in the carbs are open, it is because you are squeezing the throttle.

The reason it doesn't seem to do anything is because when you open the throttle to see it, you are already activating the hinge switch.

Let's say that for some reason, the slide is stuck in the throat of the carb and holding the carb (throttle) open, these two switches will work together to realize that there is no longer pressure on the throttle lever and shut the sled down.

Hope this explains it well enough to understand.

To test this out, look at the position of the throttle hinge switch when you aren't touching the throttle. Now watch what it does when you squeeze the throttle. Release the throttle and hold the hinge in the same position as it was when you weren't touching the throttle and begin to squeeze the throttle. If you do it correctly (and simulate a stuck throttle), the sled should die.

its the throttle safety switch. If you have way to much slack in your cable it can be activated, and kill the motor. It there bascially in case your throttle were to freeze.
