Electric Start Troubles

I'm working on my Dads 1992 AC Pantera 440 trying to get the E-start to go and all I get is a heavy click from the solenoid. There's 12.9 volts at the battery and 12.32 volts at starter. All connections are tight and not corroded. The ground is good. I've replaced the brushes & springs and cleaned the starter. The battery is brand new and fully charged. The first time I turned the key the starter turned and engaged the flywheel but didn't have enough to turn the crank. Since then - nothing but a heavy click from the solenoid.

What am I missing or is the starter junk?

Sounds like the starter might be bad. Did you try bench testing it? If you have voltage down to the starter when you are cranking and your battery cable is good and can handle the amps, I would be looking at the starter.
