Electrical issues

Hi all, i have a issue and am looking for some guidance if possible.

I bought a 98 ZR 600 EFI last week. The gauge backlights didn't work and the tach was reading 0 all the time. I traced some wires back and found that 1 of the two yellow wires off the stator connector had rubbed through and was broken. The break was about 2 inches into the engine harness from the 3 prong connector off the stator. It rubbed through on the lip of the recoil starter. I soldered and heatshrunk new wires in and hooked them up exactly as it was before. I then started the sled. The gauge backlights worked and the tach was reading RPMs. I reved it up a bit and the lowbeam headlight then blew. I switched to hi beam and it them fried them too.
Thinking it was then a voltage regulator problem, i checked the voltage across the VR. It never went above 14 volts. The backlight bulbs and the tail light are still burning.

Why would it be frying headlights and not burning anything else out or be reading above 14 V at the regulator? I am lost and clueless on this one.
