Help, Carburetor issues on a Tecumseh engine

I need a little help from you all. I am working on a John Deere TRS 26 snow blower that I had given to me. I have not looked up the serial number yet but estimate it to be of the late 80's or early 90's vintage. It has a Tecumseh engine on it. I put fresh gas in it and it fired right up on the first pull and runs just fine. My question is this. On all of the subesquent times on me trying to start the engine, when I push the large black primer plunger even just one time before trying to pull it over gas "boils" over and out of the top of the carburetor. I talked to the guy that gave it to me and he said it has done that from day one. I have searched all over on line and have'nt had much luck in finding out if this is a "typical" defect frequent in that type of engine, carb and vintage. I have found the parts breakdown on line for that specific carb and all the parts are available. With the machine running as good as it does im a little gun shy about tearing her down to far but would like to know if the is a "known" problem with tecumseh carbs or if there is a simple fix to the matter. Im a perfectionist, thats the only reason i want to fix the problem. Just like the discharge chute control cable that doesnt work. The previous owners answer was to just clamp a small C Clamp on the chute deflector in the position he wanted it. Really a C Clamp???? That type of little stuff drives me nuts.

Where the primer line connects to the fitting on the carb there should be a small hole near the fitting. Thats the bowl vent, it sounds like that may be plugged. The primer bulb should have a hole in the center of it, thats probably why it still runs ok even though the vent is plugged......maybe. It could be the float set way to high also. Hope this helps
 
If that carb has never been off and/or cleaned, I would pull it and go through it. Get a kit and new needle and float. The rubber and plastic components made back then were not necessarily made for today's gas. New kits have updated components. Then you can also set float level and you know what you have in the end.
