Lake Superior it the "Headwaters" for the rest of the Great Lakes. Granted there are other sources of water for the remaining 4 Great Lakes, but if output from Superior is down, it will have noticeable effects on the other lakes. The spring melt is a big factor for Superior lake levels and the lower the amount of spring runoff, the less that will go into Superior. Also, a warm winter will provide a double whammy for water loss from the big lake in the form of less ice Superior and more evaporation.
