are there any trails that are open in Minnesota south east Winona to lake city to Rochester

Not sure. If you are going to ride you best go before this weekend. All weather outlets here are calling for rain down that way which means whatever they do have will be gone quick.

It's highly likely the trails will be closed by then if they are not already.

They groomed yesterday in my area and I know they groomed down towards Lake City, Frontenac. Warm temps yesterday and today probably didn't help though. I rode in Dunn county Wisconsin yesterday and I was pleasantly surprised with conditions. By the way my area is Red Wing. If your riding I would do it before Saturday.
