Is the North Atlantic Oscillation a sprawling area of high pressure? What's meant by the phrase, "it turns negative?"

Rather than type out a big dissertation, I think I will take the easy way out and just refer you to this site that does a good job of describing the NAO and it's phases in terms that are pretty easy to understand.
