Sometimes I wish this were true, but the reality is that most things that happen in the atmosphere are not impacted at all by what is happening at the surface. There are a few things, including the type of precip that falls. Snowcover could lead to low level cold air that could produce freezing rain vs. rain.
However, for things like the tracks of low pressure, that is just up to what the atmosphere decides to do.
