Well, we are only 2/3rds of the way through the month, so I cannot say for sure if this will be the warmest March on record. I have not even looked to see just exactly where we are right now, but would guess we are likely the warmest so far.
As for the snow melt, I know you asked a similar question about a week ago and at that point, things were similar to some other quick melt downs we have had, but the past 6 days of record-smashing warmth did finish off the remainder of the natural snow quickly and I would say that this seasons snow loss is probably the quickest this area has seen.
