None that I know of, or that has been publicized. Cities typically do not have any kind of an impact on large scale weather systems. They can locally modify air temperature and quality, but there has been no connection made with them to precip type/amount.
I can say that the weather likes to repeat itself. Not forever, but in close to 7 day cycles and those cycles can last 1-3 months. So if it seems like the MSP area has been experiencing the same kind of weather issue frequently this winter, that is where I would put most of the blame.
