i have a 2003 pol 700 touring,hard to steer when 2 people on it,how do i adjust suspension to get more pressure on front skis?

Hard to turn?, or wont turn w/ 2ppl on? Need to transfer more wight to the skiis. Either stiffen up the back to the proper sag, or stiffen the front shock springs to get more down pressure. You could soften the center spring, but I think you really need to get the back set right. Is it just about bottomed out w/ 2ppl? That would really lighten up the ski pressure. If you have the helper springs, they need to be down. May only be Cats that have those. Set the rear as stiff as you can and set the coupler blocks to couple faster, that will also add ski pressure as the skid would stay more level under load.

Limit straps

You might like to look that up on the net somewhere via manul cause there are about 4 seperate adjustments u can do. a few..1.try tighening the front 2 straps on the rack a 1/2" on each I bolt. Ride it and see if makes a diff. This xtransfers the wieght more towards the front on the sled. ..2.front springs ,compressing the spring make the ski pushed down harder towards the snow.
