Traditional Snowbelt's in the UP?

I am familiar with the UP, but I am not sure of the meaning of "Traditional Snowbelt's" within the UP.
This was used in your prediction today.
From my limited point of view, it can be anywhere in the UP
Maybe I need a re-fresher!
