Do a Googlex® search for "wheel boot" or "tire boot", I saw at least one for less than $100.00

My fear would be how to get it off if it froze up? I have yet to find a padlock that does not freeze up when left in the elements.

Torch it, always keep one in the truck (small propane) also if if you keep your locks well "lubed" you should not have a problem. However the locks on the enclosed trailer of mine always seem to freeze (side door) so now I just bar it from the inside & exit out the rear & pad lock it.
