Upside-Down Rainbow?

This became the discussion on WGN the other day. How common are these and is there a more of a chance in a specific region, such as 'up north' rather than in the plains?

I have to admit that I am not too knowledgeable on this topic. However, since they are a product of high altitude ice crystals, there would only be a slightly greater chance of seeing them "up north" versus the plains, since by the time you are above about 12-15 thousand feet, most of what is in the atmosphere is ice crystals, no matter your latitude.
