Wind chill vs heat index

Is there a specific temp when to change from heat index to wind chill or what formula is used to make the change? I've found the different formulas for each but was trying to figure out when one is used vs the other.

No, both can actually be computed at any time, but obviously wind chill is relevant in the cool season and heat index in the warm season.
