RE: Results of JFC Action on CAP/STEP Bills

Earlier today the Joint Finance Committee (JFC) passed Assembly Bill 407 and Senate Bill 343, the CAP/STEP bills. The final vote on passage was 14-1. Thanks to all of you who contacted legislators requesting their support. We strongly recommend you make follow-up calls to thank those legislators for their votes in support.
As a result of Joint Finance’s actions, CAP/STEP now includes a two-tiered trail pass requirement at an annual cost of $30/non-member and $10/club & AWSC member along with the measure to provide a free annual trail pass sticker to be displayed on sleds 30 years and older. Also included is an increase in the non-resident trail pass fee from current $35/year to $50/year.
JFC amended the bills to include the following: The fee for registrations will be $30 for 3 years. Previously, the bills featured a $30 fee for 2 years of valid registration. In addition, JFC added a 4-year sunset clause which simply means the CAP/STEP program will be evaluated after a term of four years and will then require renewal.
The next phase for CAP/STEP is for the full Assembly and full Senate to take up the bills. Passage by both houses would then direct the bills to the Governor for his consideration. We will do our
