As others indicated, you need to buy online or at a retailer then keep your receipt (as proof you have the pass) until you get the sticker in the mail. Usually takes less than a week to get it in the mail.

I run Goodyear Assurance WeatheReady all weather tires on both of my SUVs. These have the 3 peak mountain snowflake symbol (winter rated) and perform way better that standard all season tires for sure. They are not quite as good as winter specific tires like Blizzaks but still do much better...

The Goodyear Endurance trailer tires don't come in the 8" size according to Goodyear's website. I'm finding that most of those little 8" rim diameter tires come mounted on the wheel. They have worked well for me for 20+ years as long as you make sure to change our your trailer tires every 5-8...
