1992 Mariner 40 HP

I have difficulty in starting this motor. In the past I would a little gas in each cylinder (4) and then it would start. Today, not. I have never taken this engineapart.
I think the problem is with the fuel filter, fuel pump or carbs. What should I attack first?

Any help is much appreciated.

I would make sure fresh gas supply then hit it with starting fluid & if doesn't pop with that carbs are a mess.
