1996 Polaris revs too high before moving

What can I do to make the clutch engage at a lower RPM so the sled moves sooner. It is a 1996 Polaris trail touring 500 fan. It revs up to about 4000 rpms(that is a guess it doesn't have a tack) but it revs much higher than my other 2 fans they are both 2002 550 Polaris fans. Is it clutching or a different belt? Any ideas welcome.
