the stock jets are 430's and you have 400s in already and it seems to still be running rich? what causes you to think that its running rich? if the plugs are oily and full of soot your oil pump could be out of adjustment causing it to foul plugs

yes, we need more explanation of what makes you think it's running rich. fouling plugs? plugs are black? etc.

Like said here, your way down , too far down ( IMO ). I had a T-cat for 11-12 years know a little. SPENT alot on it. Something else is going on. With 400's in it , there is NO top end left. Stuck float that will make it rich also. These things had crank case pressure issues also. I don't know about the 98's but the 94's did .
How are your plugs running / burning.

gotta luv those triples

Is the sled stock? If so, 400 jets too lean unless your doing grass drags in July or riding in the mountains. As trailshredder said, check your choke plungers. When seated you want a little play in the lever. Are your needles in the center position? Are your scews turned out 1-1/2 turns? What plug? #9?
In my '98 (when stock) I ran 420's and never fouled a plug but also never "pinned it" for long below -10. Come to think of it, I never fouled a plug in my 93, 96 or 00 (the '99's fouled 1 about every other tank when stock).
When does it foul? Shortly after start up and/or low RPM? Same cylinder? If so, like indy said, float issue.
I never had crank seal issues even with 23,500 plus miles on th 00 on its 2nd set of plugs.
I did have the '00 run a little funny after blowing a belt at high speed. Looked at it that night and found a chunk of belt laying across the reed cage on the PTO side. Reed still good.
I will say my plugs will look wet and black if I'm just putzing around the yard so I don't do that unless I'm loading.
