I think it is time for the AWSCs Legislative chair and the lobbyist to be replaced. After 8 years of trying to get the CAP/STEP passed, nothing has been accomplished. And there is no PlanB. I've heard they may be try it again, only with a new name. Time for new blood and new ideas. I don't have the answers, but after 8 years and no results, and tons of money spent, it's time for someone else in these positions.
