how in to this fix do u want to go.
1st quick and dirty
cut tape at both ends just past peel .
lightly scrape popcorn a few inches around cut out tape.
do a quick prime of just your scraped area then re tape joint then a 2nd try to be neat.
then pin up some plastic a foot around your patch.
get a can of aerosol popcorn and try to bled your patch.
#2 get a garden sprayer get whole celling wet and get all that popcorn off with a 6 to 10 in mud knife when wet comes off like butter .
then cut your bad tape out again best to prime your bad joint then re tape and mud.
skim all bad non smooth parts of ceiling prime and paint keep smooth.
if your walls are remotely light in color just paint whole room same color celling will automatically look 2 or 3 shades lighter than walls .
super ghetto patch screw a heat vent grill over pealing tape.
now that it is fixed put a light switch timer on your vent fan switch and use it every time get that humidity out
