There are so many bears in Ontario since the ending of the spring bear hunt that almost anyone will have a high kill count.
Let me suggest that you look in an area where YOU would like to go, perhaps mix some decent fishing in since you will but there anyway, and then narrow your search down from there.
It also depends on if you measure your hunt by one yardstick which is bagging a bear, or not. There are bear hunts, and then there are trips you will remember for a lifetime. I suggest you try and take it all in while you are there, which includes scenery, fishing and hunting. And if you do it this way, you can hardly be disappointed in the trip, even if you don't connect on a bear. Not all of Ontario is the same, and there are very pretty parts and then there are just parts far from civilization. Cheap places to stay and some very handsome places which include meals and boats/motors. You decide what/and where you want from your hunt and then go from there.
Do your homework and make sure you know what all you want out of the trip before you plunk your money down.
