If the kitchen's not ready its understandable. If it's ready, I'm sure they've thought about opening and I'd vote for that too if public opinion can sway them to do so, but on the other hand you'd hate to buy a business and find out after the papers are signed that the liquor commission decided for some reason to say "no".
You would not do a kitchen remodel at additional cost unless you were good to go unless Kip is paying for it. To me I would open do some kind of interim deal with Kip wait for liquor license....but that is how I think get to market quickly while money to be made + we are not big drinkers do breakfast then diet coke/burger/fries thing for lunch & ride.
