Municipalities in Illinois get money from the state that MUST be used for salt. After a mild winter, they have to spend all that money so they buy so much that they run out of places to store it. I suspect that they use it heavily just to get rid of it early the next winter. Secondly, plow maintenance is expensive. The blades crack, wheels take a beating, etc. Third, since people cannot drive anymore, it is expected to make the streets around here "running water" after snow. You don't want to be the Village with snow on your streets when others are running water.
