Not completely correct in this scenario, the big lake is something like 21 feet higher than the lower lakes. The rapids and locks at the Soo is where the difference in lake levels border is. The Corps of Engineers can actually manipulate the levels of the lower lakes. Between the locks and the flow gates at the top of the rapids. They have some control over how much water goes to the lower basin. Similarly at Niagara Falls they decrease water flow at might and increase it during the day for tourists to get a better experience.

The International Lake Superior Board of Control, under authority granted to it by the International Joint Commission (IJC) sets the Lake Superior outflow on a monthly basis.

Lake Superior Outflow and Compensating Works Gate Settings for September 2015
The September 2015 Lake Superior outflow has been set at 2,800 cubic meters per second (98,880 cubic feet per second), effective September 3, 2015.
The gate setting of the Compensating Works for the month of September will remain open at the 5-gate equivalent. Gates #2 to #13 and #15 will remain partially open at 76 cm (30 in) each. Gate #14 will remain closed to facilitate collection of field measurements, and Gate #16 will remain opened 5 cm (2 in).

The outflows from two of the five Great Lakes (Lake Superior and Lake Ontario) are regulated by control structures. These outflows are varied in accordance with their respective regulation plans.


The outflows from Lakes Michigan-Huron and Erie are not regulated, but rather, are controlled exclusively by the hydraulic characteristics of their outlet rivers.

The monthly mean water level of Lake Superior in August was 183.68 m (602.63 ft). This is 15 cm (6 in) above the
long-term (1918-2014) August average and the highest August level since 1997. The net water supplies to Lake
Superior were above average in August. The level of Lake Superior remained about the same last month, while on
average the lake rises 1 cm (0.4 in). The Lake Superior level at the beginning-of-September is 16 cm (6 in) above
average, 1 cm (0.4 in) above the level recorded a year ago at this time, and 49 cm (19 in) above its chart datum level.
