If the exhaust valves are not opening it will tach low on top end and there will be no top end. However, if the exhaust valves are not opening it should run just fine down low. If it does not tach under any conditions the first thing I would do is put a new belt on it. He has checked everything else. If the belt is glazed it will slip. If it slips the clutches won't do their thing. An easy way to check this is to run it for about five minutes and check the belt to see if it is hot. Warm is OK but if you can hardly put your hand on it it is likely slipping. This is a carbed 600 sled. It should not be having any of the problems associated with the 800 fuelies. There is no mapping or injector issues possible. The only other thing I can think of is overfueling because of choke plungers set too high. This would give him wet black plugs and very un-crisp response all the way through the powerband much like he is experiencing. Also as was pointed out make sure any vent lines are routed into the airbox where they belong if the sled is plumbed that way. That could also cause a rich condition.
