Meeting Tuesday, June 19th @ Winnebago Cty. Court House for Speed, Noise

Just got an e-mail from our club that there will be a meeting TONIGHT at 6 at the Winnebago Cty. Court House room 415 regarding a new ordinance in regards to snowmobiling on Lake Winnebago.

For those of you in the Appleton-Neenah, WI area, this WILL affect you.

Personally, if you choose to live by public waters, you should expect that it may not always be the quietest place to live.

I can see if a person is operating a sled, cycle or ATV with a louder than stock exhaust, and there are laws for noise, but c'mon people!

What about all of the boats and personal watercraft in the summer??

This part of Lake Winnebago is heavily traveled in the winter, just next to Waverly Beach which is a popular "unloading location". On low-snow years this is one of few locations to ride snowmobiles in the area. The last item mentioned in the story is the one that concerns me the most. Under 25mph within 1,000 feet of the shoreline. This would put all riders of all vehicles in the area of Ice Shoves and deeper water therefore trading off safety for a noise ordinance.

I've ridden this area of Winnebago for years and IMO snowmobiles are not the source of noise concerns. It's the two and four wheelers with picks and pipes that "rattle this guy's cage" on Brighton Beach. Too bad that government continues to believe One Size Fits All when making policy.

OK, I'm done venting. Must be the coffee...

Over the weekend I was watching northwoods law.They had a snowmobile part and said there is no altered exhaust in Maine. You get a ticket if you have one.

There are already laws for this. Just enforce the laws that are already there. The guy lived there for 20 years. I assume people have been riding motorized vehicles in that spot before he moved there. It is like moving next to an airport and complaining about the planes.

350.03(1)
(1) The operator of a snowmobile shall slow the vehicle to a speed not to exceed 10 miles per hour and yield the right-of-way when traveling within 100 feet of a person who is not in or on a snowmobile except as provided in ch. 346 where applicable.

350.095(2)(d)1.
1. Except as provided in subd. 2., for every snowmobile manufactured on or after July 2, 1975, the noise level standard for exhaust and engine noise shall be 88 decibels as measured in accordance with the procedures established for the measurement of exhaust sound levels of stationary snowmobiles in the January 2004 Society of Automotive Engineers Standard J2567.

The one thing to realize is just a few are doing the damage to the rest of us in most of all the problems affecting our sport as well as most things in our lives. And how often do we see the arrogance of those it's my right,

United is on the spot, just enforce the laws that are already on the books and the problem would be solved. Lack of enforcement creates more problems and issues such as this.

Another meeting is scheduled for Monday, July 9th at the Winnebago County Sheriff's Dept. on Jackson St. in Oshkosh at 9:00a.m.

After many different public opinions spoken at the hearing last week they voted to send it back to committee.

Attached is the proposed ordinance that was sent back. The next meeting is Monday July 9th at 9am at the Sheriff’s Dept. on Jackson Street in Oshkosh. Mike Thoma was there and is in the loop and represented the Alliance and presented information as well

We will be pushing to remove the snowmobiles from this ordinance as they are already regulated. The problem is the ice bikes, ATVs, Trucks and other race vehicles not regulated.

Our next meeting is scheduled for July 9th. It is at 9:00 AM in the conference room (just inside the front door to the right) at the Sherriff’s Department on Jackson Street.

If you have pertinent information to present, let us get in before the meeting if possible.

Thank YOU for speaking up. We need more people to do that. It is the goal of our committee to listen to citizens and act in the best interests of all the citizens of our county.

What I am hearing in my mind is that snowmobiles do not constitute the problem. We need to focus on getting more information.

For now, I am going to watch the end of the Brewer game and I will take a fresh look at this tomorrow.

We discovered that snowmobiles are already regulated by State Law. All terrain and utility vehicles are already regulated, as well. The new ordinance wants 90db but the State already has a 96db limit. It seems to me like a lot of uproar and trouble about something that is already regulated. Just enforce the current laws. What is wrong with the current laws?

23.33 All-terrain vehicles and utility terrain vehicles.
(h) On the frozen surface of public waters within 100 feet of a person not in or on an all-terrain vehicle, utility terrain vehicle, or motor vehicle or within 100 feet of a fishing shanty at a speed exceeding 10 miles per hour.

(6m) NOISE LIMITS. No person may manufacture, sell, rent or operate an all-terrain vehicle or utility terrain vehicle that is constructed in such a manner that noise emitted from the vehicle exceeds 96 decibels on the A scale as measured in the manner prescribed under rules promulgated by the department.

And here is the all terrain and utility light statute.

23.33 All-terrain vehicles and utility terrain vehicles.

(6) EQUIPMENT REQUIREMENTS.
(a) A person who operates an all-terrain vehicle or utility terrain vehicle during hours of darkness or during daylight hours on any highway right-of-way is required to display a lighted headlamp and tail lamp on the all-terrain vehicle or utility terrain vehicle.

(b) The headlamp on an all-terrain vehicle or utility terrain vehicle is required to display a white light of sufficient illuminating power to reveal any person, vehicle or substantial object at a distance of at least 200 feet ahead of the all-terrain vehicle or utility terrain vehicle.
23.33(6)(c)(c) The tail lamp on an all-terrain vehicle or utility terrain vehicle is required to display a red light plainly visible during hours of darkness from a distance of 500 feet to the rear.
