NWS Doppler Radar

What or Who determines all the settings available on the NWS Radars ? Do certain preset weather patterns on a computer make these changes or does a person make this decision and start dialing them in ?

When set in the clear mode, is it the changes in elevation in the distance that is not seen in some of the other modes/options that creates what we are told by our favorite TV 'casters as "ground clutter" ?

Chords-

All of the doppler radars from the NWS produce the same signal. From that signal, software then creates the different "views" of that signal. So it is pretty much up to the business or entity that you are using to look at the images that will determine what is available.

I am not totally up to speed on the clear mode viewing, but belive that they can program into the software where the ground clutter is and have the software remove it from the data being displayed.
