Man it really sounds to me like you have a crank seal out, likely the PTO side being that side burned down already.
Take a medicine dropper or something that you can drop like a 1/2 teaspoon of fue straight down the spark plug hole. Drop fuel down each hole put plugs back in and give her a rip. If it momentarily starts do it again, this time maybe with a little more fuel. Also have a can of starting fluid or even carb cleaner ready to go. If the motor starts spray a little starting fluid/carb cleaner between the clutch and the block, concentrating on the crank seal. If that seal is bad the motor will react, rpm should go up momentarily.
15 years is a long time on crank seals, especially if the sled has miles on it. Even if it doesnt have a bunch of miles, the seal will dry out from non-use.
I just rebuilt a 1998 efi Cat for my brother in laws kid. PTO side crank seal went bad, piston skirt broke off and went through the engine, bad news. More often than not the PTO side seal goes bad from belt debris and other dirt and debris. The mag side is more protected as it lives behind the pull starter and behind the fly wheel.

Thanks tyeeman. I'm bringing it in today, hopefully they will figure it out. If it is a crank seal, how much is that to replace/fix?
