Looks like they needed more than that to get it out. I emailed the guy to find out why it spent so long under water.

Was he trying aqua theropy or something!!! So why was it under for so long?
My guess would be no one knew it was there. Quite possibly an Insurance Scam whereby the driver dumped it and filed a claim with insurance company as stolen. Me neither, I wouldn't touch it with Indy's 10 foot pole.
