Tillotson Carburator - Pop Off Pressure Test

Just got done with rebuilding a Tillotson HR 73 carburtor for a 73 elan 250t. There's quite a bit of video on verifying the Pop Off Pressure for the Tillotson carbs. Is this really necessary? If yes, how are you doing the test? The hand help pressure pump is not readily availble from a autostore.

Did you use a new needle and seat? If so, I wouldn't worry about doing pressure test. If anything is leaking you'll know as soon as you try to tune it.
