Trailer Repair

So I have a 10 year old steel haulmark trailer and when I went up the front ramp today, let's say the door broke. After removing the wood from the ramp, the ramp's steel was pretty much gone at the bottom if the ramp. Now I need to rebuild the ramp. The ramp is made out of two separate frames. A exterior/otuside frame and an interior/inside frame that is tack weld to the exterior frame. It is the interior frame that rusted away at the bottom of the ramp (as the ramp door closed) and I need to build a new frame.

What is the fastest and best method to cut the welds between the two frames? Methods I can think of is a roto-zip with a steel cutting blade, a torch, or a recipicating saw with a steel cutting blade. I estimate I have 30 to 40 tack welds to cut. They appear to be 1 to 2 inches long each. The outside frame is still good and just needs a good cleaning. I don't want to damage the exterior frame, much. Thanks in advanced.

If you have access to a good air compressor I would use a cutoff wheel on an air cut off tool.
