Not so sure where you are getting your information from, but parts of WI are near hospital bed capacity. Plans have to to in place in case additional space is needed. Hopefully, field hospital won't be needed.

To start with this thread post #'s 3,4,6,7 and 9. Didn't go through whole thread. And I've talked to people personally, Wi residents, who have family members or acquaintance 's who are in medical field.
The number of cases increasing significantly because of much more testing, but these are not filling beds.
So much twisting of information to make this seem worse than it is. (Not saying its not a bad situation). In your link the story in the journal sentinel, it says one hospital 94% full. But further down it says this
The number of people hospitalized in Wisconsin due to the virus*reached a new high Tuesday, with 646 coronavirus patients occupying beds across the state, including 205 patients in ICU beds.
No way these 800 some patients are overwhelming the system
