Only I would pick out the discrepancies. The caption on the photo reads "police" but the badges on their hats are different. One may have been a fireman. Notice the "parking brake". Lower right corner, sharp, pointed stick on a pivot hinge. I imagine, like a snowmobile, if it was idling too fast it would leave without you. Not good if you're fighting a fire or arresting a troublemaker. Must've been quite the site for young boys and neighborhood dogs that liked to chase cars.
