Looking at the photo, and considering it is classified as a Bi-Level, the lower living space would be considered in your square footage calculation. It is similar to a raised ranch with a finished, walk out, basement.
You may be able to protest actual value based on similar sales in your area but, I'd say you are going to lose the battle on square footage.
