A big problem and this affects trails as well is that most all drainage structure and courses (bridges, culverts etc) have been compromised. Drainage courses has changed or been filled in, culverts plugged up. For instance, Dover Creek in Hubbell which flooded over, the stream bed crossing M-26 is about 3 ft + higher than it was before impacting the amount of drainage is can now handle. In today's regulated world, work involving this type can require much engineering and gov't permits and impact statements delaying repairs for a long time.
