Two things you can do in a situation like this - when buying a new house.

1.) Make sure you get a certified home inspector to check everything out with the house, and whatever isn't up to code, or you preferences, can be negotiated into the offer.

2.) Make the offer contingent upon a successful water test. You can send the samples to the county authority and they will test it. Many counties mandate water testing over varying lengths of years.

I would dump 1 gallon of bleach down the hatch every 2-3 mths and let ALL faucets run for 15 minutes to flush.

I also had a softner and carbon filter. My carbon filter setup was from McMaster car. A LOT cheaper than Culligan. It was just your standard in line filter and I did two of them. The pressure drop across them wasn't too bad.

Just flush the high concentration out your hose bibs for however long it take to not get any more chlorine smell. After it's gone then flush your other home faucets.
