just like any condo or apt building they have a small utility room with all the meters .
it is a association like any other so if your sewer gets messed up or the place burns to the ground the association insurance would cover exterior damage and your insurance would cover int and contents .and like any insurance clamed a investigators called out to find out why place burned to the ground and when it is traced back to the guy with the jerry rigged welder welding full gas tanks all the insurance corps go after his holder for the money they gave u .
as for sewer if dumping stuff that eats the line or something association /board has to flip the bill and raise every ones dues to cover issues.
they run em like any small condo usually the retired guys run the board and the rest show up if ever to the yr meeting.
the one my bud built are just storage with electric and gas and they lease a port a pot for the site.
