Earlier today the Joint Finance Committee (JFC) passed Assembly Bill 407 and Senate Bill 343, the CAP/STEP bills. The final vote on passage was 14-1. Thanks to all of you who contacted legislators requesting their support. We strongly recommend you make follow-up calls to thank those legislators for their votes in support.
As a result of Joint Finance’s actions, CAP/STEP now includes a two-tiered trail pass requirement at an annual cost of $30/non-member and $10/club & AWSC member along with the measure to provide a free annual trail pass sticker to be displayed on sleds 30 years and older. Also included is an increase in the non-resident trail pass fee from current $35/year to $50/year.
JFC amended the bills to include the following: The fee for registrations will be $30 for 3 years. Previously, the bills featured a $30 fee for 2 years of valid registration. In addition, JFC added a 4-year sunset clause which simply means the CAP/STEP program will be evaluated after a term of four years and will then require renewal.
The next phase for CAP/STEP is for the full Assembly and full Senate to take up the bills. Passage by both houses would then direct the bills to the Governor for his consideration.

What about us non-residents what already pay over 8g in property tax to WI?

well I usually went to a buds in WI with the wife for 1 weekend a yr usually 8hrs or less on the sled. guess I wont be doing that any more
I do like resident club member discount that is a good thing

Gotta figure if you can handle 8G in property taxes for second home, an extra $15 for trail pass should not break you.

Sell your property, and move to the u.p.?

I get what they are trying to do....but correct me if I am wrong...isn't a portion of our registration fees supposed to go back to the clubs for trail maintenance?? It may not seem like much money...but think about the guy who lives out of state with multiple sleds?? I don't know about this yet...I guess we shall see.

Over the last few years I've noticed a HUGE spike in out of state sleds in our area. I have no problem with even a $100 WI registration/trail fee per year for everyone, including residents. Or better yet, a mandatory investment of at least 15 hours a year labor along with the registration fee to spread the work around. I'm sure the clubs could find something for everyone to do, (even stuffing envelopes, etc.) Imagine the fantastic trail system we could have if everyone did the work. Or, (more than likely), it would thin the herd so we wouldn't need so much grooming.

x2 I have my sleds registered in WI, for two reason first I don't need a trail pass , second I always avoid giving IL any money.

If this goes through you WILL need to have a trail pass regardless of where your sled is registered. The trail pass will either be $10/year if you are a club member or $30/year for non-members who register in WI.

It sounds fair to me but another sticker on the sled. WTH!!!!!!!

I know, I have no issues with this at all, other than another sticker on the sled. I hate that!! That's not the BNG's I'm looking for.

As an Illinois resident I always register my sleds in Wisconsin, it will be a cold day in He#@ before I voluntary give Illinois any more of my money for nothing. Biggest $%@#% state in the union, ok rant over.
The writing is obvious, join a club and register in WI is what they want or pay $50. I really don't have a problem with this.

and that's great...but how about giving us guys who have brushed and marked lakes, and trails our stickers free!!!
I will know over the past 23 years...I have done my fair share of "volunteer work" for these clubs...a heck of a lot more than 15 hours a year... (thats two days of work only)....sure...join a club, and get the discount...but how about giving an even bigger incentive to work the trails (brushing signing...etc)...and the groomer operator's should get their passes paid for by the clubs too...just saying...help the guys who help all of you ride....I realize some of you are from out of state and it's hard for you to come volunteer...so you will pay a little extra...it is what it is.

My gut feel is choices will be made to stay in WI or MI no border hopping for the casual use family. Pay to play choice.

So what club should out of staters join if riding in wiscy? The local club where you typically ride? Currently i am a member of the msa and the brc, but nothing in WISC.

they prolly won't blink an eye. family of four from illinoios coming up to there place in vilas co. driving suburban towing a four place enclosed, the extra 60 bucks it cost them for the four sleds is nothing.
